China, US Cooperate to Fight Taiwan Referendum Plan

Washington and Beijing should band together to press Taipei to abandon its highly proactive referendum plan in a bid to ensure stable cross-straits ties, according to leading experts on Taiwan studies speaking on the matter Monday.

“Strengthened co-operation between China and the United States in this field benefits not only the interests of both sides, but also long-term peace and stability in cross-straits relations,” said Yu Keli, Director of the Institute of Taiwan Studies under the Chinese Academy of Social Sciences. Yu told the China Daily that Washington should closely work with Beijing and state its opposition more clearly against Taipei’s plans to hold an island wide referendum. He said the referendum serves as “a creeping pro-independence move that threatens to trigger a crisis in cross-strait sties.”

Yu made the remarks after Taiwan leader Chen Cartier Santos Replica Shui-bian reaffirmed on Saturday his commitment to holding a referendum to determine whether to finish a partially built nuclear power plant before his four-year term ends in March. Chen, who doubles as chairman of the pro-independence Democratic Progressive Party ( DPP), said his government is “now drawing up a plan to establish a referendum mechanism” as he delivered a telecast speech to the 30th Annual Meeting of the World Federation of Taiwanese Associations in London.

Although the referendum, at least on the surface, is non-political and plays no part in cross-straits relations, it is widely believed that the ruling DPP is taking advantage of the plan to pave the way for a referendum on whether to seek formal independence from China. The DPP enshrines Taiwan independence in its party platform, and favors a public referendum to decide the island’s future.

In the latest move to show its worry about Taiwan’s proposed referendum, Beijing sent two senior envoys to Washington last week in hopes of seeking understanding and co-operation from the US. Chen Yunlin and Zhou Mingwei, Director and Deputy Director of the Taiwan Affairs Office of the State Council respectively , reportedly told US Deputy Secretary Breitling Replica Watches of State Richard Arbitrage that any referendum on the island is an unacceptable move that will lead to an eventual vote on independence.

Yu added that recent developments have demonstrated that Beijing has apparently gained growing support from Washington on its clear-cut stand on the referendum issue. The United States has begun to voice strong disapproval of the Taiwanese move, both at official and non-official occasions, according to the researcher. For instance, Armitage reportedly expressed US concerns over a possible crisis arising from the Taiwanese referendum plan while meeting Taiwan’s “presidential secretary general” Chiou I-jen, who was on a US mission to explain reasons behind the proposed plebiscite over the weekend.

Former US ambassador to China James Lilley also said on Sunday that he was worried a referendum may prevent Taiwan’s economy from developing further. Speaking at the launch of his new book in Taipei, he warned the island against going too far to provoke the Chinese mainland.

“All these US moves suggest that Washington has recognized the potential harm that may be brought about by Taiwan’s referendum plan,” said Li Jiaquan, another senior researcher with Yu’s institute. He stressed that the final implementation of the plan will hinge on whether Washington can “effectively exert pressure on Taipei” despite Chen Shui-bian’s determination to push ahead with the proposed referendum. State Councilor Tang Joaquin Monday told a former US official that China and the United States should “earnestly” address the problems in their bilateral relations, especially those relating to the Taiwan issue. Tang was speaking to Samuel Berger, a former national security adviser to the president of the United States under Bill Clinton. He said the Chinese Government adheres to the basic principles of ” peaceful reunification” and “one country, two systems”. It will try its best “with the utmost sincerity” to realize peaceful reunification, he added.

However, the Taiwan authorities have not yet accepted the one-China principle and have spared no effort in carrying out separatist activities both inside and outside Taiwan, Tang said. He expressed the hope that the United States would honor the Cartier Replica commitment it made that it would abide by the one-China policy, stop selling advanced weapons to Taiwan and stop raising the level of US-Taiwan relations. Tang said he hoped Washington would not encourage Taiwan separatists in their attempts to split China. Berger said he understood the sensitivity of the Taiwan question and supported the one-China policy.

Communication in an organization based on context

Communication in an Organization Based on Context

The organization based on context is best exemplified in Japan. Japanese organizations, according to Nakane, are organized on the basis of frame, or group belonging, a concept that goes back to the idea of household, ie, and emphasizes the importance of the group over the individual.19 The Japanese male is first and foremost an employee of his firm. He is a Toyota man, a Mitsubishi man, or a Komatsu man rather than an engineer or an accountant. He identifies with the firm, the corporate household. Credentials are valid within that context but don’t mean much outside the context. The lack of portable credentials limits job mobility, but it also provides a certain degree of security. The employee is part of a family that takes Cartier Replica Watches care of its members; in return, the employee supports the goals of the firm. The system is based on reciprocity, or amae (see Chapter 4). The concept of amae means that a person willingly takes care of another person but also is willing to be taken care of by that person. Amae establishes mutual dependency. Nobody can do things alone. As we discussed in earlier chapters, the Japanese are willing to put personal considerations after group considerations. Harmony of the group is considered more important. As a result, communication avoids the open conflict and confrontation that are common in more individualistic cultures.

Within the frame or context employees know how to act and behave. They know their place; they know what to say, how to address someone, and how deeply to bow. As soon as that familiar environment changes, the Japanese are at a loss. The culture has not given them the background or experience to deal with strangers. Japanese are ill at ease in new situations and with strangers. They do not know how to address the other person, and they do not know where they stand in the hierarchy vis-a-vis the other person, aspects that lead to a certain level of insecurity. The result is incongruous communication behavior.

For example, in his group Ishido Tanaka is polite, considerate, and nonassertive. When he is confronted with the world outside the group, the familiar norms and guide-lines are gone. How does he deal with this environment? In a variety of ways. One way is to pretend that the other side does not exist, creating psychological space in crowded conditions. The other way is behavior that is at odds with the principles of behavior within the group. The Japanese on subways can be remarkably aggressive and impolite. Pushing with one’s elbows, forcing one’s way in, using rude language, and spitting are typical signs of behavior that would be unacceptable within the group, but are tolerated outside the group.

When it comes to hiring, a company based on group identity will look for someone who will fit into the group and bring prestige to the firm. Therefore, many Japanese firms pay more attention to the university attended than to the subject studied. A fitting personality is more important than are specific skills. After all, technical aspects can be Replica Watches learned; it is much harder to change or form the personality and character. Even though with economic problems and. restructuring of industry the practice of lifetime employment is weakening, the concept is still strong. A Japanese employee is supposed to fit in and take his place. He is part of the firm.

What Will Shanghai's Environment be Like

What Will Shanghai’s Environment be Like after the Launch of the New Three-year Environmental Protection Plan?

An Interview with Xu Zuxin, Director of Shanghai Environmental Protection Bureau. This year, Shanghai will launch a new three-year environmental protection action plan. How does the new action plan differ from the first three-year action plan and what does the new one intend to achieve! Yesterday-, Xu Zuxin, newly-appointed Director of Shanghai Environmental Protection Bureau, agreed to give an interview and disclosed information about the new three-year environmental protection action plan.

Q: Recently, Shanghai has been enjoying the blue sky, white clouds and clear air. According to the environmental monitoring department, Shanghai citizens are living in a natural scenic zone. Is this related to Shanghai’s environmental protection action plan being implemented?

A; The improvement of Shanghai’s air quality shows that Shanghai’s environmental treatment has won initial success. Shanghai’s first round of the three-year environmental protection action plan involved water environment treatment, air environment Breitling Replica treatment, solid waste disposal, greening construction, and key industrial areas’ comprehensive environmental treatment. The above five major areas covered 110 projects. These projects have, according to the plan, air been completed or have achieved expected results.

This year, we will launch a new three-year environmental protection plan. I think, with the new plan being carried out, Shanghai will have blue sky, whiter clouds, cleaner water and greener land. Shanghai’s environmental quality will gradually reach the average level of the world-advanced cities. Qi Can you briefly introduce the new plan?

A- The Shanghai Committee of the CPC and the Municipal Government have always taken the reinforcement of environmental protection as one of Shanghai’s strategic striving to carry out several three-year plans successively to build Shanghai in ecological city. . . ,

The new plan defines six key objectives and tasks, including water treatment, air environment treatment, solid waste disposal and utilization! Construction, industrial pollution treatment and industrial areas’ environment treatment, and agricultural eco-environment protection and as for the new plan, compared with the first, what are the differences? As The new plan involves 6 key areas with 24 categories. There are about 300 projects covering the city’s water, air, solid waste, greening construction, agriculture and manufacture. The total number is more than twice as that of the first plan. Now, about 40 percent of the projects have started. Water and air environment treatment and greening construction respectively account for 30. 4 percent, 12. 4 percent and 29. 3 percent, thus bringing water treatment, air treatment and greening construction into focus. Qi What are the features of the new plan?

Aj One prominent feature is its close relevance to people’s life. The plan has many new projects, such as closing livestock farms to ensure the security of drinkable water, reducing the use of fertilizer and pesticides to provide citizens with green food, in the city area further improving the sewage system to avoid polluted water flowing into rivers, within the Inner Elevated Ring Road constructing a 130-square-kilometer coal-free zone, the nation’s largest, to improve the air quality, and building over 10 small sewage treatment plants to protect the safety of the water head. All these are closely related to people’s life.

Qs The new three-year action plan relates to every aspect of people’s life. For such a vast and complex program, what mechanism should be used to ensure the implementation? A$ To ensure the new plan’s implementation, Shanghai has set up the Coordination Omega Replica Watches and Promotion Commission for Environmental Protection and Construction. The Commission’s Office is fully responsible for learning about all the key areas’ progress and investment, identifying problems, organizing research projects, proposing solutions, and submitting them to the Commission for decision-making, so as to ensure the plan’s successful implementation.

The Municipal Government has engaged UNEP Executive Officer Mr Topfer, SEPA Director Mr Xie Zhenhua and Academician Qian Yi as Shanghai’s environmental consultants, as well as 8 domestic noted environmental protection experts to form Shanghai Municipal Government’s expert panel. They will promote the implementation of the new environmental protection plan together.

I believe Shanghai citizens will, by then, be able to drink cleaner water, breath

Us china cooperative relationship is growing fast

US-China Cooperative Relationship Is Growing Fast

It’s a great pleasure for me to be back at Texas AM and to participate in this very important conference. It really is an honor to join this conference which will explore the past, note the present, but, most importantly, look to the future. As the caliber of the conference participants, the scope of the agenda and the composition of the audience attest, the Sino-US relationship is both compelling as it is complex. It is growing, and it is not just growing in a bilateral sense. Increasingly, our relationship is of a global nature. So many others participated in the development of this relationship. You’ve heard some of them mentioned in the course of the proceedings so far. But there are too many distinguished participants that I cannot stop and individually single them out. But one person deserves special mention, and that’s my good friend sitting behind me, Henry Kissinger. History records that Henry was one of the principal American and Chinese architects of a new epoch in US-China relations. Henry, without Tag Heuer Replica Watches the rapprochement that you and President Nixon brilliantly achieved with your Chinese counterparts, a conference such as this might yet be something in the distant future. Both countries owe you, Mr Secretary, my dear friend, a tremendous debt of gratitude. Sir, we thank you. To this day, many matters of principle remain unresolved between China and the United States. We cannot and will not ignore them. And the purpose of this conference is for us to speak candidly to one another about differences and about areas of agreement, to speak to each other as friends. Yet, in a world where faithful friends and former foes confront a host of challenges, the United States sees an even greater need to shape a relationship with China that is defined by our mutual interests, not by those areas of disagreement.
That is the kind of relationship President Bush has sought to build with China. And we know that China shares that goal.

Realizing the great promise of such a relationship will not be easy, but it is all the more vital because of the choices that China has made for itself. A rapidly growing China chose to join the world economy and is adopting the rules of the World Trade Organization.

And China is beginning to assert a leadership role in political and security matters and issues as a responsible permanent member of the Security Council. Any one of these new developments would be enough to cause us to seek a more enduring relationship with China.

But the road to that more enduring relationship is not always easy. In April of 2001, shortly after I became Secretary of State, a Chinese fighter collided with one of our reconnaissance planes. We wondered if that incident would bring down the hope of a productive relationship along with our aircraft. Many people worried. Many people said it’s just like the old days. It was an early test of both leaderships. Our bilateral relationship Replica Watches weathered the storm. In fact, we learned a lot from that crisis. And I believe that American and Chinese actions during that two-week period actually paved the way for dramatic improvements in our relationship. Out of adversity, often opportunity presents itself.

Since then, the United States and China relations have been on the upswing, always going up. There have been no further dips. It is a relationship characterized by frequency of contacts, those important personal contacts that President Bush mentioned in his opening remarks.

Our two Presidents have had an unprecedented four meetings in just the past two years. I have met with my Chinese Foreign Minister Colleague and friend and counterpart, Foreign Minister Li, five times in the past two months. We talk on the phone all the time. Four of my cabinet colleagues –Treasury Secretary Snow, Health and Human Omega Speedmaster Replica Services Secretary Thompson, Commerce Secretary Evans, and US Trade Representative Zo? lick — have all been in Beijing within the past eight weeks. And in Washington last week, Secretary Rumsfeld and I met with the Chinese Defense Minister.

High-level meetings are becoming so frequent. They are no longer treated as news or high drama by the media. Rightly so, because the “real” news is what we do together, not merely the fact that we meet.

North Korea is a vivid example of what we do together and how the United States and China are cooperating and working together in ways that would have been unthinkable just a few years ago.
